If the following configurations are set,
CONFIG_DEBUG_RWSEMS=y
CONFIG_DEBUG_LOCK_ALLOC=y
CONFIG_RWSEM_SPIN_ON_OWNER=y

And run the following command,
[root@localhost sys]# cat /sys/devices/pci0000:6b/0000:6b:00.0/qat_rl/pir

The rate_limiting->user_input.lock rwsem lock is not initialized before
use. Let's initialize it.
