[2/3] target-arm: Remove ad-hoc leak checking code

This commit removes the ad-hoc resource leak checking code from
target-arm. This includes replacing all uses of new_tmp() with
tcg_temp_new_i32() and all uses of dead_tmp() with
tcg_temp_free_i32().
