Platform specific headers should be searched before common ones.
So $(ODP_ROOT)/include should be the last one.

Better not to add one more pktio type. In future this type should not
come from application and will be hidden in implementation.
Just ignore type supplied by application. Assume it is only DPDK.

This function won't work. As far as I see current mapping is following:
odp_buffer_t -> odp_buffer_hdr_t -> rte_mbuf

So here you are extracting handle.index from rte_mbuf.
You may remove odp_buffer_bits_t completely, since you are not using
linux-generic's odp_buffer_t.
