[v5,1/2] Mailbox: Add support for Platform Communication Channel

ACPI 5.0+ spec defines a generic mode of communication
between the OS and a platform such as the BMC. This medium
(PCC) is typically used by CPPC (ACPI CPU Performance management),
RAS (ACPI reliability protocol) and MPST (ACPI Memory power
states).

This patch adds PCC support as a Mailbox Controller.

What is this supposed to do? Why would a client pass data as a string?
Just make it a u16 pointer and force the client to do the conversion
so you have a proper format.

Mailbox drivers should generally have a fixed-format mailbox data pointer.

It's almost always inappropriate, but I guess here it makes sense.
Normally we want drivers to be loadable when the device shows up,
but you can't do that here anyway.

That sounds highly inconsistent and should probably be fixed.

You could also use writew here, which would be the same as iowrite16
on ARM, but more efficient on x86.

Will has a series for this but it needed some revisions for consistency
with DMA.
