[11/50] target/i386: Assert SS32 for x86_64 user-only

For user-only, SS32 == !VM86, because we are never in
real-mode.  Since we cannot enter vm86 mode for x86_64
user-only, SS32 is always set.

Since we're adding an accessor macro, pull the value
directly out of flags otherwise.
