INSTALL.ODP: Add info about Debian packaging

This makes it easier to deploy OVS with ODP support.

+If you cross-compile, you need to specify "host" for configure,
+DEB_HOST_GNU_TYPE for dh_strip, and probably a cross-compiled OpenSSL. The
