[2/2] arb_arrays_of_arrays: fix output size

Fix array sizes so that the arrays are not larger than
the minimum implementation requirement of GL_MAX_VERTEX_ATTRIBS.

Also assign something to the output so that its marked as used.

The minumum for GL_MAX_VERTEX_ATTRIBS is 64.
