[7/17] Delete TARGET_FLT_EVAL_METHOD and poison it.

Hi,

We've removed all uses of TARGET_FLT_EVAL_METHOD, so we can remove it
and poison it.

Bootstrapped and tested on x86-64 and AArch64. Tested on s390 and m68k
to the best of my ability (no execute tests).
