[2/3,v2] watchdog: add driver for Cortina Gemini watchdog

This add support for the Cortina systems Gemini (SL3516)
SoC watchdog.

I have tried to use all the right new kernel interfaces
and tested with busybox' "watchdog" command both to kick
and get timeouts and reboots.

ChangeLog v1->v2:
- Use devm_watchdog_register_device() and cut the remove()
  overhead.
- Remove a couple of pointless ~(PARENS)
- Remove bool enabled struct member and use watchdog_active()
- Sort headers alphabetically
- Make the set_timeout function just set the timeout, and
  then restart the watchdog only if it is running
- Remove pointless min() calculation on default timeout.
- Notify pretimeout in the interrupt handler so a pretimeout
  governor can be used.

It helps to copy the watchdog mailing list. I have my own patchwork
instance running on it, meaning I might have missed this patch
(and it will be hard to find later in a form that can be applied)
if I didn't pay close enough attention to the incoming mail.

A possible improvement might be to keep the watchdog running if it
is already running at boot, but that can be done later if desired.
