a) Enable internal HW division of unipro core_clk for scale up condition.
b) Clear internal HW division of unipro core_clk for scale down condition.

This just obfuscates the logical changes you're making.


Frankly, I've been staring at this for several minutes now. The commit
message says there is a change here (but fails to describe what problem
is solves or what the change is)...but I can't find the change!
