[ethtool,v3,05/25] netlink: add netlink related UAPI header files

Add copies of kernel UAPI header files needed for netlink interface:

  <linux/netlink.h>
  <linux/genetlink.h>
  <linux/ethtool_netlink.h>
  <linux/rtnetlink.h>
  <linux/if_link.h>

The (sanitized) copies are taken from v5.6-rc1.
