Add support to request BE OFDMA pdev rate stats from firmware
through HTT stats type 51. These stats give information such
as number of spatial streams, bandwidth, MCS, etc.

Note: WCN7850 firmware version -
WLAN.HMT.1.0-03427-QCAHMTSWPL_V1.0_V2.0_SILICONZ-1.15378.4
does not support HTT stats type 51.
