[RFC,7/7] nl80211: accept scan frequencies in KHz

NL80211_ATTR_SCAN_FREQUENCIES_KHZ are optional in addition
to the MHz frequencies specified in
NL80211_ATTR_SCAN_FREQUENCIES.
