[v2,20/29] net/dpaa2: define the size of table entry

If entry size is not bigger than 27, MC alloc one TCAM entry,
otherwise, alloc 2 TCAM entries.
Extracts size by HW must be not bigger than TCAM entry size(27 or 54).
So define the flow entry size as 54.
