Fix build error when BPF_SYSCALL is not set/enabled but BPF_PRELOAD is
by making BPF_PRELOAD depend on BPF_SYSCALL.

ERROR: modpost: "bpf_preload_ops" [kernel/bpf/preload/bpf_preload.ko] undefined!
