[RFC,v4,09/13] hw/vfio/platform: add vfio-platform support

Minimal VFIO platform implementation supporting
- register space user mapping,
- IRQ assignment based on eventfds handled on qemu side.

irqfd kernel acceleration comes in a subsequent patch.
