[PATCHv5] Timer API and and priority queue-based implementation

Updated after review by Petri S.
* Changed name of odp_timer_pool_query_conf() to odp_timer_pool_info().
* Changed parameters of this call to use a predefined struct.
* Added return value to odp_timer_free(), return false if timeout not freed.
* Updated return description of odp_timer_set_xxx() functions, mentioning the
  ODP_TIMER_SET_xxx codes explicitly.
* Documented suggested application behaviour for different ODP_TIMER_SET_xxx
  return values.
* Removed some wrong sentences from the description of the
  odp_timer_set_xxx_w_buf() calls (copy&paste error).
* Unified the description of the ODP_TMO_ORPHAN status code. Removed a minor
  contradiction from the description of odp_timer_return_tmo().
