[v9,06/14] swiotlb: Update is_swiotlb_active to add a struct device argument

Update is_swiotlb_active to add a struct device argument. This will be
useful later to allow for restricted DMA pool.

This is the same device used for DMA mapping in
i915_gem_gtt_prepare_pages, so this looks good.
