[v13,09/15] FWU: Add boot time checks as highlighted by the FWU specification

The FWU Multi Bank Update specification requires the Update Agent to
carry out certain checks at the time of platform boot. The Update
Agent is the component which is responsible for updating the firmware
components and maintaining and keeping the metadata in sync.

The spec requires that the Update Agent perform the following checks
at the time of boot
* Sanity check of both the metadata copies maintained by the platform.
* Get the boot index passed to U-Boot by the prior stage bootloader
  and use this value for metadata bookkeeping.
* Check if the system is booting in Trial State. If the system boots
  in the Trial State for more than a specified number of boot counts,
  change the Active Bank to be booting the platform from.

Call these checks through the main loop event at the time of platform
boot.

Why are we returning 0 here?  If fwu_set_active_index() failed, shouldn't
we report that to upper layers?

This is declared as an event handler called before the call to
main_loop() which expects an integer return value. The decision to
proceed with an update is taken based on the values of the
bootime_check and trial_state variables.

Do you have a command to initiate these checks? If not, please add
one. This is how things are done in U-Boot and it will be needed for
tests so you don't have to reboot to run this code!

I can put a command for setting the boot time check flags, and test
the corresponding FWU functionality. That is a pretty nifty idea. Only
thing is, this command will be of use when I add the test for the
entire feature, and that will happen once the patches for supporting
the feature on MTD based devices will be upstreamed. Once these
patches go through, I plan to add a test for the feature, and I will
include a patch for adding this command as part of those patches.
