This lets user-space request specific rates for 400+ byte dataframes,
used for testing tx and rx sensitivity and correctness.

v2:  Fix problems with tx-antenna configuration.
  Use RCU to hold the txo object.  I have not much used RCU before, this
  part could use some careful review.
