The dev_pm_opp_add() API is limited to add dynamic OPPs with a frequency and/or voltage level. To enable more flexibility, let's add a new dev_pm_opp_add_dynamic() API, that's takes a struct dev_pm_opp_data* instead of list of in-parameters.
