There are two reasons for doing this for SVE: (1) it means that the number of elements is bundled with the elements themselves, and is obviously constant. (2) it makes it easier to change the "unsigned char" element type to something wider. I'm happy to change the target hooks as a follow-on patch, if this is OK. Tested on aarch64-linux-gnu, x86_64-linux-gnu and powerpc64le-linux-gnu. OK to install?
