Add support to disable UFS Low Power Mode (LPM) for platforms
that doesn't support LPM.

Changes in v2:
1. Addressed peter wang's comment to exclude write booster from
   ufs lpm check.
2. Addressed rob herring's comment to remove ufs lpm debug print
   in ufshcd-pltr.c
