Somewhat based on AngeloGioacchino del Regno's work at: https://github.com/sonyxperiadev/kernel/blob/aosp/LE.UM.2.3.2.r1.4/drivers/clk/qcom/clk-cpu-8996.c This fixes the issue with booting with all 4 cores enabled. This makes sure the core cluster interconnect is running at a decent speed, so that it's no longer a pain to use the device with all cores enabled.
