[v4,09/18] ARM64 / ACPI: Parse FADT table to get PSCI flags for PSCI init

There are two flags: PSCI_COMPLIANT and PSCI_USE_HVC. When set,
the former signals to the OS that the firmware is PSCI compliant.
The latter selects the appropriate conduit for PSCI calls by
toggling between Hypervisor Calls (HVC) and Secure Monitor Calls
(SMC).

FADT table contains such information, parse FADT to get the flags
for PSCI init. Since ACPI 5.1 doesn't support self defined PSCI
function IDs, which means that only PSCI 0.2+ is supported in ACPI.

At the same time, only ACPI 5.1 or higher verison supports PSCI,
and FADT Major.Minor version was introduced in ACPI 5.1, so we
will check the version and only parse FADT table with version >= 5.1.

If firmware provides ACPI tables with ACPI version less than 5.1,
OS will be messed up with those information and have no way to init
smp and GIC, so disable ACPI if we get an FADT table with version
less that 5.1.

The commend and code disagree. The code says 5.1 or newer, while the comment say
_only_ 5.1. One or the other needs to change.

This is slightly nitty now, but I think it'd be slightly easier to follow
boot path if the switch for acpi disabled/enabled was in psci.c. It'd also allow
psci_dt_init() and psci_acpi_init() to be static.

I.e. keep a psci_init() and just make it call one or the other.

I don't think the comment and code disagree, it says "we only deal with
ACPI 5.1 _or_ higher revision".

But since you mention it and following my other thread with Grant, I
think at least for now we should make this check 5.1 only.

The problem with making this 5.1 only is that the specification will
move forward. The way the specification works is that the version
increments, structures grow new members, but additions are done in a
backward-compatible way. Therefore there's no reason why an ACPI6.0
system (in theory) should not be able to boot a 5.1 kernel[0]. By
artificially restricting this compatibility, users are worse off.

[0] There will be examples where this is not true - let's say there's a
GICvX specification that's incompatible with GICv3+ and GICvX folks
don't necessarily choose to implement backward compatibility for GICv3.
If there's a new MADT subtype record handling GICvX then the OS would
need to support minimally the ACPI rev that adds this type.

I describe it in the comments "ACPI 5.1 or higher revision", maybe
"newer revision" will be more explicit.
